1. General provisions
- These Terms are a public offer by the Dracon VPN service (the “Provider”) addressed to any individual who accepts them (the “User”).
- The offer is accepted when the User registers or places an order after being able to review these Terms. Installing or launching the application alone does not authorize saving a card or charging it automatically. Trial auto-renewal requires a separate affirmative action with no box selected in advance.
- Dracon VPN (the “Service”) creates an encrypted network tunnel between the User’s device and the Provider’s servers to protect traffic and connections on public networks.
- The Service may not be used to bypass applicable legal restrictions or access resources prohibited or restricted in the Russian Federation.
- The Provider may amend these Terms. A new version is published on this page and becomes effective five days after publication. Continued use after that date means acceptance.
2. Scope of the agreement
- The Provider grants access to the Service under the selected plan, while the User agrees to comply with these Terms and pay applicable fees.
- The Service includes traffic encryption, routing through a protected tunnel, supported mobile applications and access to the account area.
- Services are provided remotely over the internet as information services.
3. Registration and account
- The User provides accurate registration details and keeps credentials confidential.
- Actions performed through the account are treated as actions of the User unless the Provider has been notified of unauthorized access.
- One account is intended for personal use. Sharing access with third parties or reselling the Service is prohibited unless agreed in writing.
- The User must promptly notify support if credentials or a subscription key may have been compromised.
4. Plans, payment and activation
- Available plans, access periods and final prices are shown in the application or on the website before an order is placed. The trial plan, price and renewal period are fixed in the order and displayed before card linking.
- A regular plan purchase is a one-time payment. Access starts after the payment provider confirms it and lasts for the selected plan period.
- Eligible accounts may start a seven-day trial in the Android application after linking a bank card through YooKassa. YooKassa charges ₽1 to verify the card and we immediately issue a ₽1 refund after a successful check; the bank may display the refund later. The seven trial days are free. The trial starts after the card is confirmed and is available once per account.
- Auto-renewal starts only after the User separately agrees to it. If accepted, the selected plan is charged automatically seven days after card linking at the price shown before confirmation. The same plan then renews for the same period and price until auto-renewal is turned off. Each successful charge extends access by the selected plan period. The agreed price cannot be changed without the User’s separate agreement.
- The User may turn off auto-renewal or unlink the card at any time on the website account page or in the application under “Subscription”. No new automatic payments will be submitted, and trial or paid access remains available until its displayed expiry date. A payment already submitted to the provider for processing may still complete; statutory cancellation and refund rights remain available.
- YooKassa (NKO “YooMoney” LLC) processes payments and card linking. Card details are entered in the provider’s form. The Provider does not receive the full card number or CVC/CVV; it receives a provider payment-method identifier and masked card details needed for renewal.
- A subscription key is equivalent to access credentials. The User is responsible for keeping it private.
- See the trial, auto-renewal and cancellation terms for details.
5. Refunds
- The User may withdraw from the agreement under the procedure and conditions set by the laws of the Russian Federation. Where permitted by law, the Provider may retain only documented actual expenses related to performing the agreement.
- Send a request to support@dracons.ru or to the postal address in section 13. Include the account and payment identifier if available. Missing details do not remove statutory rights.
- Where a refund is due, it will be issued using the original payment method, subject to payment-provider procedures and mandatory legal requirements. These Terms do not limit consumer rights established by law.
6. User rights and obligations
The User may access the Service during the paid period and contact support. The User must comply with the law, these Terms and the Acceptable Use Policy; maintain device security; and avoid activity that harms the Service, other users or third parties.
7. Provider rights and obligations
The Provider maintains access to the Service, protects account data within its control and provides support. The Provider may perform maintenance, update infrastructure, limit or suspend access where required for security, legal compliance or investigation of a material violation.
8. Technical limitations and liability
- Internet performance depends on the User’s connection, device, network conditions and third-party infrastructure. The Provider does not guarantee uninterrupted availability or a fixed speed.
- The Service is provided “as is” to the extent permitted by law. Planned maintenance, emergencies and circumstances beyond reasonable control may cause temporary interruption.
- The User is responsible for their actions and for content transferred using the Service. Nothing in these Terms excludes or limits liability or consumer rights where such exclusion or limitation is prohibited by law.
9. Intellectual property
The software, name, logo, interface and other Service materials are protected intellectual property. The User receives a personal, limited, non-exclusive and non-transferable right to use the application during the subscription.
10. Support
Support is available at support@dracons.ru and through @draconvpnbot. The usual response time during working hours is up to 48 hours.
11. Claims procedure
A request or claim may be sent to support@dracons.ru or the Provider’s postal address. The response period is determined by applicable law. These Terms do not create a mandatory pre-court waiting period or limit the User’s right to bring a claim in a court permitted by law.
12. Governing law
These Terms are governed by the laws of the Russian Federation, including applicable civil, consumer protection and information laws.
